Supplementary Regulations
1.) Lewis Car Club Ltd will promote a Clubmans permit Navigational Rally on the night of Friday 3rd February into Saturday 4th February 2012.
2.) The meeting will be held under the general regulations of the MSA incorporating the provisions of the International sporting code of the FIA, these supplementary regulations and any other written instructions the club may issue.
3.) MSA permit no 68543 covers the event.
4.) The route liaison officer at the RSAC has been advised and approved the details of the event.
5.) The event is open to paid up members of Lewis Car Club, or those wishing to become members of the club. Membership fees will be accepted at signing on. Both driver and navigator must be fully paid up members of Lewis Car Club. No additional passengers are allowed in the car.
6.) Driver and Navigator must be named at the time of event entry. It is not necessary for a driver and navigator to remain as a team throughout the duration of the championship. Equal points will be awarded to both Driver and navigator.
Championship Points will be awarded as follows:
1st – 25 Points 4th – 12 Points 7th – 6 points 10th – 1 Point
2nd –18 Points 5th – 10 Points 8th – 4 points 11th – 0 Points
3rd – 15 Points 6th- 8 Points 9th - 2 Points 12th – 0 Points
This event is the first of a four event championship, with the three best scoring rounds being considered for championship status.
7.) The programme of the meeting will be: -
Signing on starts at 19:30 (Lewis Retirement Centre, Bayhead St) and any competitor not signed on by 20:00 may be excluded, then onto:
Scruitineering starts at 19.45, (Central Garage,Rigs Road, Stornoway).
First car starts at 22.01 (Lewis Retirement Centre , Bayhead St.)
8.) Current O.S. Land ranger sheets 8 (Stornoway & North Lewis) will be required. Any feature of the map or legend may be used to define the route taken. NO further clues will be given the entrants are expected to carry out their own research on the equipment required and the types of clues likely to appear.
9.) The event will consist of an Open class only. Route instructions will be Novice level. .
10.) All vehicles must comply with MSA Technical Regulations relevant to Navigational Rallies, and all cars must be taxed and have a current MOT certificate. The driver is to present the current MOT certificate at signing on.
11.) The entry list opens on receipt of these regulations and closes finally at midnight on Wednesday 1st Feb 2012. The maximum number of entries is 12, the minimum number required to allow the event to happen is 8. The entry fee will be £20 (plus insurance) and all entries must be made on official entry forms. Entry to the event will be secured upon receipt of the entry form and fee. Completed entries and fee can be handed to event official noted below. As agreed, competitors are able to apply and pay for the series championship ‘up front ‘ and receive a discount.
Ie – One event – Entry fee =£20, Four Events – Entry fee = £60
Any competitor who enters (and pays) for the championship will be expected to fill in an entry form and abide by the supplementary regulations as published for that event.

12.) Entry list will be on a first come first served- those meeting these supplementary regulations as published.
13.) Event officials are:

Event officials are eligible for entry to the competition, other event volunteers are available as standin.
14.) Provisional results will be published ASAP after the event. Protests to be made accordance with C (d) 47-50.
15.) Entrants will be supplied with a route card / time card at the start and as required during the event. These documents provide all the information necessary to comply with H 25,26 & 42
16.) Competitors will be identified by numbers, which will be supplied. These should be displayed at all times in the window behind the navigator’s door.
17.) Marking and penalties will be as the MSA General Regulations as follows; based on MSA H: 84
b) Not reporting or reporting OTL at a time control 30 Mins Penalty
c) Not complying with a route card including visiting a control more than once. 15 Mins Penalty.
e) Arrival before scheduled time at the end of a standard section 2 Mins Penalty.
f) Arrival after due time at the end of a standard section 1 Min Penalty.
g) Excessive Speed or driving likely to bring motor sport into disrepute Exclusion
h) Receiving assistance contrary to 7.2.4 Exclusion
H 62 Code boards will be used to ensure compliance with the correct route. Sample boards will be
displayed at the start
H 90 In the event of a tie, results will be by furthest clean basis, if tie remains then navigation test will be used.
H 58 Competitors will not be penalised for stopping within sight of a control.
18.) In Quiet Zones marked QZ, competitors must drive quietly using no auxiliary lights. All 30 and 40 mph limits will be deemed to be quiet zones.
19.) The club has contacted Competition Car Insurance for a Blanket Cover Note under the Road Traffic Act Insurance Scheme. The cost of this third party scheme before any loadings is £15 per car. New applicants to the scheme must be able to comply with the following;
Insurance will be given to all competitors meeting the following criteria
Age 19 years or over
has held a full licence for a minium of 6 months
has no more than 6 points on licence
has had no more than 1 fault claim in last 3 years
Anyone aged less than 19years old will also be accepted at the same price should their co-driver be a more senior member of their family or over 25
20.) Mobile phones will be permitted in competitor’s cars, but may only be used in an emergency. GPS navigation systems will not be permitted in any competing vehicle.
21.) At any time on the event whilst complying with organiser’s instructions, the correct route may not necessarily be the shortest route.
22.) Lewis Car Club reserve the right to alter these supplementary regulations as published to ensure the smooth, safe running of this event.
